RPOCs highlight gains during joint NPOC-RPOC meet

DAVAO CITY, Mar 22  (PIA)- Regional Peace and Order Council chairpersons reported 2018 gains and issues in the Joint Cluster Meeting of the National Peace and Order Council and the RPOC held  March 14 at Arcadia Center, here.

The accomplishments  of all regional councils centered on anti-illegal drug campaign, anti-criminality, insurgency and violent extremism, as well as community support program.

The RPOC Caraga Region highlights its resolution expanding the coverage of the landmark Peace an Development Zones (PDZs) in the region.

Agusan del Norte Governor and RPOC 13 Chairperson Angel M. Amante-Matba said, “from the original 5 barangays adopted by the RPOC-13 and the Regional Development Council Caraga Joint Resolution Number 06 series of 2017, the PDZ now covers 129 barangays, in 30 municipalities and 5 cities across the 4 conflict-affected provinces in the region.”

The RPOC 7 bannered resolutions enjoining local government units to support the Barangay at Pulisya Laban sa Krimen Program and a resolution requesting cities and municipalities to enact an ordinance that will regulate sale and dispensing of intoxicating liquors.

Compostela Valley Governor and RPOC Davao Region Chairperson Jayvee Tyron Uy highlighted an innovation coming up with a resolution formulating the Davao Region Peace, Security and Development Roadmap 2019-2034 that is conflict-sensitive and peace promoting.

“The Roadmap is anchored on the Harmonized Peace, Security and Development Framework and Convergence Program for the Transformation of so-called “geographically isolated and disadvantaged areas” (GIDAs) as well as those vulnerable families living in the “conflict-affected areas” (CAAs)”, the governor said.

He also reported that the crime statistics of  Davao Region recorded a total of more than 19,000 crimes incidents in 2017 while in 2018, the total recorded crime incident was more than 13, 400 which has reduced to more than 5,600 or 30% lower than the previous year.

This is partly attributed to OPLAN Davao Kalinaw, a comprehensive inter-agency campaign in combating terrorism, criminality and insurgency, which seeks to further strengthen the enforcement of laws and ordinances, to achieve a peaceful and safe Davao region.

Peace and order councils also reported common issues faced in the regions. Common concern still centered on illegal drugs. The RPOC in Region 6 is still faced by a problem on the entry of illegal drugs in the region due to multiple ports and gateways. Illegal drugs still remain a problem despite strong efforts of agencies concerned.

The RPOC in Central Visayas shared the same sentiment with the rest finding difficulty to establish Balay Silangan, a facility designed to reform drug personalities who are not users and those who availed of plea bargaining into self-sufficient and law-abiding personalities

RPOCs also reported NPA recruitment of indigenous peoples and taking advantage of IP rights. (PIA/FGM)
