Creating legislative awareness among youth in Ilocos Sur

VIGAN CITY, July 17 (PIA) -- Legislative awareness among the youth, communer leaders, partner agencies and other stakeholders through various activities – this is what the 3rd Legislative Awareness Week (LAW) of the Ilocos Sur Sangguniang Panlalawigan  (SP) is all about.

"Established by Provincial Ordinance No. 011-18, series of 2018, declaring the second week of July of every year as LAW of the Sangguniang Panlalawigan of Ilocos Sur, the yearly activity that began in 2017 is held this year from July 14 to 19," said Vice Governor Jeremias Singson.

“Since last year, we have particularly held various activities to make the public, the youth and the community adept with legislation.  And this year, we sustain our intent to elucidate the people. Thus, we are here today on this hall to extend our task to legislate,” said Singson, addressing about 50 students from the three divisions of the Department of Education - Candon City, Vigan City and Ilocos Sur; and from the state universities and colleges and even private colleges in the province to teach them on legislative preparations, adaption and the value of following the steps in legislation.

This was at Plaza Maestro Convention Center in Vigan City where the LAW kalesa parade ended yesterday morning after the members of the 10th Sangguniang Panlalawigan led the flag-raising ceremony in front of the Provincial Capitol in this city.

“We offer you an avenue to gain knowledge and become proficient on the significance of the duties of your Sangguniang Panlalawigan,” he told them.

“I am elated to see the youth of Ilocos Sur gathered today for the purpose we have designed for you.  As we conduct this Legislative Awareness Seminar, it is expected that we can deliver material inputs for your development.  Your mind, young as you are, is the most eligible stage to elucidate," he added.  

To make student leaders aware of parliamentary proceedings, the 10th SP will conduct its regular session today, July 16 at Narvacan National Central High School in Narvacan town, as requested by the new municipal mayor and former provincial governor, Luis “Chavit” Singson.

The students will be joined by barangay and municipal officials, and department heads.

The SP advocacy on green economy and green governance will be shared to students, barangay officials and residents of barangay Dardarat, Solot-solot, Surngit and Camindoroan of San Juan town through mangrove planting, trash audit and lecture at Barangay Dardarat on July 17.

The last activity of students, those from public secondary schools, will be the competitions in essay writing, poster making, extemporaneous speaking and debate at the Provincial Capitol on July 18.

This will show the ideas, thoughts, and knowledge of the youth on legislation.

To cap this year’s LAW celebration, Singson, as the presiding officer of the 10th SP, will deliver the third “Kakibin ti Balligi” (Partners in Development) State of Legislative Department Address on July 19.

This will be witnessed by the Mayors, Vice Mayors and Sangguniang Bayan Members of the 34 towns and cities of the province.

The day will feature the launching of the SP commemorative stamp, and the eventual commemoration of the 30th year of the Local Government Code in 2021.

Singson hopes that with this week-long event, the 10th SP can “show residents of Ilocandia and the country how serious and hardworking are the SP members, and the provincial government of Ilocos Sur headed by Governor Ryan Luis Singson.” (AMB/ICR/PIA Ilocos Sur)
