COVID-19 Crisis: SP passes P15.6M QRF

ALABEL, Sarangani, Apr. 4 – The P7M for the seven component towns of the province was among the P15.6M approved budget during the 10th Sangguniang Panlalawigan Session on Tuesday, March 31, under the 30% QRF of the Provincial Disaster Risk Reduction and Management 2020 fund. 

Other projects funded by the province's QRF include P2.1M worth of emergency relief assistance to families affected due to the implementation of enhanced community quarantine, P3.2M for the logistical support to Sarangani Medical Center for PUMs and PUIs facilities, P300,000 for the reproduction of local 70% alcohol and disinfectant, and P3M for COVID-19 emergency response to contain the spread of the virus. 

Governor Steve Chiongbian Solon said on March 24 all component towns of the province are enjoined “to utilize their respective Quick Response Fund (QRF) to support disaster preparedness and response efforts subject to all accounting and auditing rules, regulations, and procedures.”

Solon said the provincial government would “set-aside P1M per municipality in case they need extra funds for the calamity” that would be taken out from the province’s QRF.  

Governor Solon placed Sarangani under a “state of calamity” for six months through Executive Order No. 09 released on March 23.

In section 2 of the order, all LGUs are directed to “render full assistance” in order to “mobilize the necessary resources to undertake critical, urgent, and appropriate disaster response aid and measures to curtail and eliminate COVID-19 threat.”

The governor said municipal health officers of the seven component towns shall submit “daily numbered situational reports for COVID-19” to the provincial health office’s operations center.

The Incident Management Team (IMT) for COVID-19 in the province “shall also be activated using the Incident Command System (ICS) as a tool in managing the aforesaid pandemic as well as lateral and horizontal coordination, command, and control,” Gov. Solon added.

Solon pleaded to the public to “comply kasi kaya nating sugpuin o patayin itong virus if tayong lahat mag-cooperate as a community.”

Solon said COVID-19 is a serious matter but “kaya natong i-defeat ning COVID-19 basta musunod lang ang mga komunidad sa patakaran sa gobyerno.”

“Each governor and each mayor ay mayroon po silang sariling version ng kanilang community quarantine, depende na yan sa kanila. Pero ang alam natin lahat ay may curfew, kung may unnecessary travel ka hindi ka talaga pwedeng hindi tumigil kay i-stop ka talaga sa checkpoint,” Solon said on March 23 during the inter-agency task force meeting at the Capitol.
