Vigan City issues MGCQ guidelines starting June 1
VIGAN CITY, May 31 (PIA) - The city government of Vigan, headed by Mayor Juan Carlo Medina, issued Executive Order (EO) No. 28, series of 2020, which states the guidelines on the imposition of modified general community quarantine (MGCQ) in the city starting Monday, June 1.
Through a press conference held on Saturday, Mayor Medina, along with the members of the city Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF), informed residents of what is prohibited and what is allowed while the city and the rest of Ilocos Sur will be under MGCQ pursuant to IATF Resolution No. 41, series of 2020 dated May 29.
Mayor Medina said that all persons, regardless of age and health status, shall be permitted to go outside of their residences provided that they observe minimum public health standards.
However, the EO states that all residents are required to observe minimum public health standards at all times such as wearing face masks or coverings and the compliance to physical distancing measures.
Under the MGCQ, all quarantine cluster control points and related checkpoints within the city will be removed.
With this, public utility vehicles can now resume operations, provided they comply with the directive of the Department of Transportation disinfection and other safety measures such as capacity and strict one meter distance.
The EO also allows movement of authorized persons outside residence (APOR) or those workers in essential business establishments and industries, health and emergency frontliners, uniformed personnel, those traveling for medical or humanitarian reasons, skeleton workers, accredited construction workers, delivery personnel of cargo vehicles, returning or repatriated overseas Filipino workers (OFWs) and other OF to their residences among others, provided that they possess competent identification documents.
“Individuals who aren’t mentioned coming from GCQ and/or high risk areas will be required to report to the City Health Office (CHO) immediately upon arrival to accomplish their health declaration, and affidavit of undertaking agreeing to movement restrictions while in Vigan City,” added Mayor Medina.
The EO also states that the movement of individuals between GCQ to MGCQ areas shall be permitted except for leisure purposes while the movement between MGCQ areas to areas not in community quarantine shall be permitted to all purposes.
As for mass gatherings such as movie screenings, concerts, sporting events, and other entertainment activities, community assemblies, and non-essential work gatherings, they shall be allowed provided that participants shall be limited to only 50 percent of the venue or seating capacity while religious gatherings shall only be allowed under guidelines as may be issued by the national IATF.
All business sectors and establishments, which have been operating during the GCQ shall be allowed to operate at full capacity while the following may operate at 50 percent capacity: barbershops, salons, and other personal care establishments (up to 100 percent capacity after three weeks), dine-in services in food retail establishments, and gyms and all other establishments.
City Health Officer Dr. Loida Ranches said that the condition for their operation shall be their attendance to the Minimum Public Health Standards Seminar conducted by the CHO and their continued compliance to minimum public health standards, and implementation of sanitation and disinfection procedures.
“The 50 percent capacity and attendance to CHO’s seminar are also strictly applicable to hotels and accommodation establishments provided that they possess the required Department of Tourism (DOT) Certificate of Authority to operate, and other requirements required by the DOT,” added City Cultural Affairs and Tourism Officer Edgar Dela Cruz.
For Locally Stranded Individuals (LSI) coming from GCQ and/or high risk areas, they shall undergo strict 14-day quarantine in the city’s designated facility and they must coordinate with the CHO for the date of their arrival and present their travel authority and medical certificate from CHO/MHO from the point of origin.
For Returning Overseas Filipinos (ROF), they shall not be subjected to the mandatory 14-day quarantine if they have completed the same in any facility as certified by the Bureau of Quarantine and they are in possession of a negative Real-Time-Polymerase Chain Reaction Result (RT-PCR) but they are encouraged to undergo seven-day home quarantine.
As for ROF who have not completed the mandatory 14-day quarantine, they shall undergo facility-based quarantine in the city to complete the same.
Mayor Medina added that the Vigan City Convention Center, which was designated by the city government as the quarantine facility for ROF, is prepared and can accommodate over 100 ROF.
Even if all individuals are allowed to go outside their residence, Medina said that the 8:00pm to 5:00am curfew shall remain in the city. (JCR/AMB/JMCQ/PIA Ilocos Sur)
