Gov. Cua issues EO on expanded risk-based testing

CABARROGUIS, Quirino, Sept. 28 (PIA)—Governor Dax Cua has issued Executive Order No. 28 which identifies the list of subgroups of individuals that are considered at-risk and are eligible for testing, arranged from greatest to lowest need for testing.

The said executive order which was based on the DOH Department Memorandum No. 2020-0258 on expanded risk-based testing explained that the Reverse Transcription Polymerase Chain Reaction (RT- PCR) Test Kits of the province shall be utilized for new subgroups that include suspect cases, individuals with travel history and exposure (whether symptomatic or asymptomatic), and health care workers with possible exposure (whether symptomatic or asymptomatic).

Subgroup A include patients or healthcare workers with severe/critical symptoms, and relevant history of travel or close contact; Subgroup B are patients or healthcare workers with mild symptoms, with relevant history of travel or close contact and who are considered vulnerable such as the elderly and those with pre-existing medical conditions;  Subgroup C are patients or healthcare workers with mild symptoms, and relevant history of travel or close contact; Subgroup D- patients or healthcare workers with no symptoms but with relevant travel history and close contact.

Subgroup  E are  frontliners indirectly involved in healthcare provision in the response against COVID 19; particularly the  personnel manning temporary treatment and quarantine facilities,  personnel manning control points,  National/Regional/Local Risk Reduction and Management teams, Barangay Health Emergency Response Teams and barangay officials providing barangay border control, personnel of Bureau of Corrections and Bureau of Jail Management and Penology; f. personnel serving at COVID-19 swabbing center and social workers providing amelioration and relief assistance to communities and performing COVID-19 related tasks

Subgroup F include other vulnerable patients such as those with comorbidities, those who will undergo high-risk, elective surgical procedures, those living in confined spaces, and others such as pregnant patients who shall be tested during the peripartum period, dialysis patients, immuno-compromised patients with HIV, and those undergoing chemotherapy or radiotherapy.

The executive order further explained that the utilization of the Rapid Antibody Test Kits and RT-PCR Test Kits shall be subject to relevant issuances of the Department of Health. (MDCT/TCB/PIA 2-Quirino)
