Valenzuela puts up online checking of no-contact traffic violations
VALENZUELA CITY, Sept. 29 (PIA) -- The local government has developed an online ICT solution (information communication technology) that would allow motorists to verify whether they violated the city's newly implemented 24-hour No-Contact Apprehension Policy or NCAP.
Motorists need only to visit the NCAP microsite, https://nocontact.valenzuelacity.net/ in order to gain access to a host of services including traffic violation verification, downloadable forms and affidavits, and answers to some of the most frequently asked questions about the NCAP, among others.
Once verified, violators may contest or simply pay the citation at any UCPB Branch or at the Traffic Management Division at the City External Services Office along MacArthur Highway, Baranggay Dalandanan, Valenzuela City.
In an interview with PIA-NCR, Public Information Chief Zyan Caiña said providing this online verification service allows drivers to have a clearer understanding of the violation they may have committed.
“A motorist can have a clearer view of his/her violation. The videos and photos are in high resolution, [and] it could clearly attest to what has transpired, hence, the notice of violation received,” Caiña said.
“If ever motorists still want to contest their NOV (Notice of Violation), they are welcome to do so with the Valenzuela City’s Traffic Adjudication Committee. This body will hear and deliberate on the merits of their objection fairly and justly,” he added.
He said the system is smart enough to detect traffic violations, which minimizes human intervention.
“Also, there is no human subjectivity on apprehending the violators, the system itself automatically detects and archives the violation the moment it was committed,” he added.
On Sept. 16, 2019, the Valenzula City Government, through City Ordinance No. 572 Series of 2019, fully implemented the NCAP not only to address traffic management and road safety among all roads and intersections in the city but, according to Mayor Rex Gatchalian, also as a means to instill discipline among drivers and motorists.
“This pioneering project will surely teach traffic discipline to motorists in Valenzuela and we are optimistic that it will bring greater efficiency to the whole city. This also contributes to a quiet and orderly community, because the cameras will capture those violating our traffic laws,” Gatchalian said.
Caiña said the NCAP system go hand-in-hand with the local government’s bid to effectively promote public discipline.
“It would also discipline the commuters who, since time immemorial, have been accustomed to boarding and getting off PUVs (public utility vehicles) every time they [do so] please, which is wrong, Caiña said.
Proceeds of the earnings will go directly to a hemodialysis trust fund for indigent residents of Valenzuela.
The traffic enforcement system utilizes high-speed, high-definition, closed-circuit television cameras or CCTVs, state-of-the-art equipment and applications to capture images and videos of motorists and vehicles violating traffic laws, rules and regulations.
Motorists caught violating traffic rules via CCTV will be issued notices specifying the date, time, place, and traffic violation committed.
“We are grateful that this system is finally being utilized because it will greatly help our traffic enforcers as apprehension would be more accurate and efficient, as well as, avoid ‘kotong’, if ever there are enforcers engaging in such. This is a big help to our enforcers and would teach traffic discipline to Valenzuelanon,” said Jose Valenzuela, officer-in-charge of the city’s Public Order and Safety Group Department during a separate event.
