Ifugao PDRRMC reorganized

LAGAWE, Ifugao, Oct.30 (PIA) - - Governor Jerry Dalipog has   re-organized and expanded the membership of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) to help sustain the gains of partnership with and among public and private sectors in building disaster resilience, institutionalizing arrangement and measures for reducing the risks of disasters including the projected climate risks and enhance disaster preparedness and response capabilities at all levels.

Dalipog said the magnitude of disaster risk reduction and management requires a determined effort of the local government of promoting the active participation and involvement of all stakeholders concerned and ensures the functional operation of the DRRM Offices, organizations and committees at all levels.

This is in also in  compliance with the Department of Interior and Local Government Memorandum Circular No. 2010-143 mandating additional functions, members and the establishment of the PDRRM Office (PDRRMO) and in fulfillment of its mandate under Republic Act 10121.

The Governor is the PDRRMC chairperson with the Police Provincial Director as the vice chairperson. Members are the heads or representatives of the 13 organic offices of the provincial government, 15 from the national line agencies, four from the civil society organizations and the 11 municipal mayors of Ifugao.

The PDRRMC chairperson shall ensure that the DRRM Fund amounting to not less than 5% of the estimated revenue from regular sources shall be set aside to support DRRM activities of which 30% is for Quick Response and 70% for prevention and mitigation, preparedness, response, rehabilitation and recovery.

The PDRRMC shall also ensure that procured or acquired disaster response and rescue equipment, construction, heavy equipment and other donations of the same shall be made properties of the DRRM Operation Center under the accountability of the PDRRMC Chairperson and PDRRM Officer through a Memorandum Receipt issued by the Provincial General Services Offices.

The PDRRMC shall make public its reports on the utilization of the PDRRM Fund by publication and posting in a conspicuous place including websites if any of the LGU /PDRRMO and the reports on the utilization of the fund shall be made available to the public

Meanwhile the PDRRMO  shall be composed of the PDRRMO officer to be assisted by personnel designated or hired through job order basis as staff for Administration and Training, Research and Planning and Operations and Warning.

The PDRRMO shall set the direction, development, implementation and coordination of disaster risk reduction and management programs within their territorial jurisdiction, design, program and coordinate disaster risk reduction and management activities consistent with the National Council’s standard and guidelines, establish a PDRRM Operation Center, prepare and submit the report on the utilization of the disaster fund and other resources and serve as the Secretariat and Executive arm of the PDRRMC.(JDP/DBC- PIA CAR, Ifugao)
