Hatid Tulong helps bring stranded LSIs to Davao

DAVAO CITY- The Hatid Tulong Initiative (HTI) is providing necessary assistance to thousands of Locally Stranded Individuals (LSIs) wanting to return to their respective hometowns in Davao Region.

A Grand Send-off will be held on July 25 (Saturday) at the Rizal Memorial Sports Complex in Manila. It  is estimated to bring 1,006 LSIs back to Davao Region, though the number is still a tentative estimate as vetting is still ongoing. The number includes 324 individuals who are endorsed by their local government units and are already accounted for.

The mode of transport for the returning LSIs is through HTI buses traversing the Pan-Philippine Highway. Drop off points will be in the following areas: Davao Occidental- Municipal Gymnasium of Sta. Maria, Davao Oriental-PDRRMC Davao Oriental Emergency Operating Center, Dahican, Mati City.

For Davao del Norte- Tagum City Grand Arena, New City Hall, Apokon, Tagum City for Davao de Oro- Montevista Sports Complex, Montevista (note on-going moratorium in Davao de Oro on the return of LSIs), Davao del Sur- Tablizo Gymnasium, Provincial Capitol, Digos City and for Davao City- Davao City Overland Transport Terminal.

The requirements for the return of each LSIs is the written expression of willingness to accept LSIs by the local government unit, A Negative Rapid Diagnostic Test Result, Medical Certificate and Travel Authority. The rapid test, medical certificate and travel authority will be shouldered and provided by the Hatid Tulong Initiative.

The initiative will be a partnership of LGUs and regional line agencies. The LGUs role is to account and receive their respective LSIs, facilitate and implement the necessary health protocols and to provide transportation from the drop-off point to either the residence or isolation facility.

The Department of Social Welfare and Development’s role is to provide assistance to the LSIs either in the form of food or cash in coordination with the LGUs.

The Philippine National Police will guarantee road and highway security of the buses while on travel, they will monitor the arrival of HTI buses with number of LSIs upon arrival in area of responsibility, the PNP will also provide actual monitoring update on the movement of HTI buses.

The Department of Interior and Local Government will ensure the LGUs preparedness in receiving LSIs, secure actual manifest of the HTI buses before or upon departure and provide these manifest to LGUs and member agencies of the regional technical working group. They will also constantly update the LGUs on the movement and development of the buses and the LSIs.

The Bureau of Fisheries and Aquatic Resources, Department of Agriculture and the Office of the Special Assistant to the President will identify food stations along the route, provide food packs for the LSI and drivers at the food stations. The Presidential Management Staff will monitor movement of the buses and provide timely updates while the Department of Health will provide guidance to receiving LGUs on health protocols.

The HTI has reminded LSIs to bring their valid ID and a photocopy of their valid ID on the day of their departure.  (PIA/RG Alama)
