TESDA chief launches skills training programs in DavOr, DavNor
DAVAO DEL NORTE (PIA) - Technical Education and Skills Development Authority (TESDA) Director-General Secretary Isidro Lapeña made a vigorous swing of visits on July 22 in various sites of Davao Oriental and in Davao del Norte to personally launch skills training programs benefiting former rebels and an area influenced by communist group of New Peoples Army (NPA).
Together with provincial heads of offices, Provincial Governor Danilo Dayanghirang of Davao Oriental and Provincial Governor Edwin Jubahib of Davao del Norte accommodated Lapeña’s sortie, boosting his messages of government’s commitment to service delivery.
He made his first stop in Brgy Maragatas in the Municipality of Lupon in Davao Oriental where he launched “Oplan Maragatas” which pooled together the services of the provincial government and national agencies especially those in the circle of the Poverty Reduction Livelihood and Employment Cluster (PRLEC).
Among the services were medical consultation, provision of poultry chicken, cacao and coffee seedlings including planting materials, plastic drums for mango growers, tilapia fingerlings; distribution of PWD identification cards; pre-identification and presentation of microenterprise projects for qualified proponents; as well as a Consultation Forum on Project Identification.
Lapeña assured Brgy Maragatas residents that a TESDA Productivity Center will soon rise in their area, offering a menu of skills training programs they want to lead them to a livelihood and employment they want to pursue.
Barangay Maragatas is identified as a priority area of the Provincial Task Force on ELCAC as the communist terrorist group (CTG) still has perpetuated its influence in the area though it has been substantially weakened by government forces with the recent death of an NPA leader in an encounter.
Lapeña then met with residents of Happy Home, a halfway house for former rebels “deradicalized” to live a new life fully supported by the Provincial and the national governments. TESDA is among the key agencies providing former rebels economic and livelihood capacities through training.
At the Happy Home, Lapeña turned over livelihood starter kits with additional financial incentives to former rebels.
He then swung his visit to San Isidro Davao Oriental where he was met by Municipal Mayor Tina Yu who expressed optimism that the Integrated Organic Farming System of TESDA would beef up productivity of her constituents.
In San Isidro, Lapeña emphasized to training recipients the need to go through the program with depth of interest and drive to complete the sessions. He also made them understand that success in pursuing a livelihood and employment, starts with Training.
Lapeña ended his long whole-day project launch sorties at the Freedom Residences in Tagum City, Davao del Norte where he had an audience with about 70 former rebels trained by TESDA with the Department of Trade and Industry among other agencies, on Mushroom production and processing and Meat-Vegetable-Fruit processing.
During his talks on-site program launch venues, he emphasized TESDA’s support to provincial governments to bring government services to where and to whom they are most needed.
