DILG brings potable water to Balangkayan through ADM program

BORONGAN CITY, October 30 (PIA) - - The Department of Interior and Local Government (DILG) – Provincial Field Office brought potable water to Balangkayan through the Assistance to Disadvantaged Municipalities (ADM) Program.

The Provision of Potable Water Supply – Level III to Poblacion Barangays of Balangkayan, Eastern Samar was monitored on October 28, 2019, during the Civil Society Organizations (CSOs) and Media Tour sponsored by DILG-8.

According to Engr. Jemsel Valdez, Municipal Engineer, the total project cost is P8-M which benefited more than 700 households now enjoying the potable water supply in Poblacion Barangays 1, 2, 3, 4, and 5.
 
Valdez added that even if there is drought and there is no rain for many months, the water supply is still sufficient because the source is a cave spring water.
 
“We chlorinate our water supply every two months only because the source is very clean,” the engineer said.
 
In his message during the program, Mayor Allan C. Contado led the officials and the people in thanking the national government especially the DILG for giving the Assistance to Disadvantaged Municipalities (ADM) project.
 
“Water is the universal solvent, it is not only a human need but a human right to have access,” Contado said.
 
Contado recalled that in 1999, they already have an existing water supply, but the water pipe was 2.5 inches, which can only supply 75 households.

"Now that we, upgraded the water pipe from 2.5 to 4.6 inches, the water supply directly goes to the household of Poblacion Barangays."

“Of course there is a water rate for the maintenance of our water system. But our water rate is the cheapest in the province. We collect only P75.00 per 10 cubic meters of water,” Mayor Contado said.
 
Ms. Norie Azura, Punong Barangay of Brgy. 4 said the water access is now very convenient and right in the safety of their homes.

At the Police headquarters, water can even be sourced out from the third floor, said Police Officer 2 Marlon Carias.
 
Meanwhile, Provincial Director of DILG-Provincial Field Office, Engr. Visitacion V. Giva, appealed to the residents of Balangkayan to take good care of this project and help the LGU to maintain and sustain so that it will benefit them for a long time.
 
“CSOs and Media play a vital role as our partners of development. They share our responsibility of ensuring that the government projects reach our people. This is why we engaged them as third party to monitor the ADM projects,” the Provincial Director said.
 
The ADM program funds projects like water system, evacuation facility, local access roads, small water impounding, and sanitation and health facilities. (nbq/SDC/PIA-E. Samar).
