NAPC, LGU Calbayog holds virtual MOA signing for implementation of Sambayanihan program in the City

TACLOBAN CITY, Sept 6 (PIA) -- Adhering to the ‘new normal’ amid the COVID-19 pandemic, the National Anti-Poverty Commission and the City Government of Calbayog conducted on September 3, the virtual signing of the Memorandum of Agreement for the implementation of Sambayanihan: Serbisyong Sambayanan or Sambayanihan for short, in the city.

In his message, Secretary Noel Felongco express hope that the PRRD project through the LGU, the beneficiaries will be able to face the challenges brought about by the COVID-19 pandemic. What is needed is the unity and cooperation of all the stakeholders, he added.

Through the MOA which was signed by NAPC Secretary Noel Felongco and Calbayog City Mayor Ronaldo Aquino, the NAPC and LGU Calbayog will endeavor to uplift the lives of the fisherfolk in Calbayog City through the Poverty Reduction Through Rural Development prototype project amounting to P3 million funded by the Philippine Amusement and Gaming Corp.

This will be utilized for the following prototype projects: P500,000 for the construction of physical infrastructures as well as procurement for equipment; P1 million for hauling support and provision for vehicle; and P1.5 million for capital infusion relative to the conduct of livelihood projects in the area.

After a year of operations, the enterprise including its physical infrastructure shall be turned over to the communities through the local government unit.

The Sambayanihan Serbisyong Sambayanihan is a guiding framework that encapsulates the National Anti-Poverty Commission’s current thrust and direction under the leadership of Secretary/Lead Convenor Noel K. Felongco. This development plan lays down in detail the agency’s visions and targets for poverty reduction from 2019 to 2023, and is addressed primarily to the agency’s stakeholders the national and local government agencies and units; private, civil society, and people’s organizations; and most importantly, the basic sectors to whom the agency owes its existence.

Calbayog City is one of the seven priority areas for the implementation of the PRRD prototype projects under the PAGCOR-NAPC grant. The other LGUs include Majayjay, Laguna; Kayapa, Nueva Vizcaya; Cebu City; Talipao, Sulu; Valladolid, Negros Occidental; and Kauswagan, Lanao del Norte. (PIA-8)
