CDO cop who ran amok to face charges, dismissal

CAGAYAN DE ORO CITY--The Police Regional Police in Northern Mindanao (PRO-10) vowed to discipline one of its personnel, who ran amok after allegedly being denied sex by a masseuse.

Police Lt. Col. Surki Sereñas, PRO-10 spokesperson, said on Thursday that Patrolman Ralph Vincent Bacas will also face administrative charges on top of the criminal case lodged against him.

On March 19, a police report said a civilian-clad Bacas caused a commotion at a local massage parlor when a masseuse rejected his offer to perform on him a sexual act for PHP1,000--known as "extra service" in the massage parlor parlance.

Bacas reportedly caused a scene and threatened the establishment with a handgun, forcing the management to call the police. Bacas was charged with grave coercion and for violating the Commission on Election’s gun ban.

“He faces dismissal from the police service and imprisonment if proven guilty,” Sereñas said.

Sereñas reminded Bacas of the Police Officers Creed that states: "I will live a decent and virtuous life to serve as an example to others".  "But he seemed to have forgotten it completely," he said.

The city's watchdog--the Regulatory and Complaints Board (RCB)--has actively campaigned against the "extra service" scheme of some massage spas.

RCB chief Jose Edgardo Uy said that the masseuse should be commended for denying Bacas' offer.

"If the police (Bacas) went berserk because he was denied an extra-service, he should face consequences for the violations he made," Uy said.

Uy added that the police officer "should be the one enforcing law and order, not be the one violating it".

RCB member Antonio Resma Jr. sees the masseuse's refusal to take the policeman's offer as a positive sign that the agency's campaign was working.

“We are slowly achieving our goal which is to restore the dignity of the massage industry in the city. Let this also serve as a warning to the customers who will attempt to avail of the so-called ‘extra-service,’” Resma said. (PNA)
