NPA rebel hurt in NoCot police car ambush

COTABATO CITY – Two policemen were unscathed and managed to injure one of two suspected New People’s Army (NPA) hit squad members in a shootout during an ambush on their police vehicle in Antipas, North Cotabato, Monday morning.

In a report, Col. Maximo Layugan, North Cotabato police director, identified the two "alert cops" as Master Sergeant Joel Peñalosa and Staff Sergeant Jefferson Acuna, both of the Antipas police force.

“Both cops were doing a 10 a.m. patrolling around the vicinity of Barangay Poblacion when fired upon by motorcycle riding-in-tandem gunmen,” Layugan said quoting a report from the Antipas police office.

He said the attackers sped off and the cops gave chase, resulting in a shootout that injured one of two suspects who was determined to be a minor.

Captain Rolando Violon, Antipas police chief, said Tuesday the suspect remains in serious condition at a local hospital, where he was brought following the shootout.

MANILA -- The Department of Foreign Affairs (DFA) on Tuesday launched the official "OFW Help" page on Facebook to provide distressed overseas Filipino workers a new system to reach the government and request for emergency assistance.The "OFW Help" Facebook page, managed by the DFA-Office of the Undersecretary for Migrant Workers' Affairs (OUMWA), seeks to assist undocumented or irregular workers who are not members of Overseas Workers Welfare Administration (OWWA) and who are in need of emergency response."It aims to provide a more preferable system in receiving request for assistance from the next-of-kin of OFWs and OUMWA case officers. MANILA -- A definitive manual for the smooth implementation of the controversial provisions of Republic Act No. 10592 or expanding the Good Conduct Time Allowance for prisoners is being completed by the Department of Justice (DOJ) and the Department of the Interior and Local Government (DILG)."This will handle the nitty-gritty details of the law," Justice Secretary Menardo Guevarra announced Monday afternoon after the signing ceremony for the revised Implementing Rules and Regulations (IRR) with Interior Secretary Eduardo Año.Guevarra noted that even as the IRR and the manual is nearing completion it may be both superseded by legislation amending the GCTA law.The manual, being drafted along with the revised IRR, seeks to fine-tune the details of the law. MANILA -- The city government of Marikina on Tuesday announced it has acquired a three-hectare lot in Barangay Tumana which will be subdivided to around 1,000 beneficiaries from the community.Mayor Marcelino “Marcy” Teodoro said the city government directly purchased the lot in Barangay Tumana from the Philippine Deposit Insurance Corporation (PDIC) which is the liquidator of the Admiral United Savings Bank (AUSB).The bank was closed by the Bangko Sentral ng Pilipinas (BSP) in 1984.PDIC said that a private corporation that formerly owned the lot in Barangay Tumana insisted ownership over the property, causing a very long litigation. Heavy rains, floods leave over 200 dead in central India

NEW DELHI -- Over 200 people have died and thousands were rendered homeless by ravaging floods due to heavy rains in India's central state of Madhya Pradesh over the past several days, a state government official confirmed to Xinhua. According to the Indian Meteorological Department (IMD), the state received 34 percent excess rains compared to the previous year, leading to devastating floods. Cotabato traffic plan starts amid closure of dilapidated bridge

COTABATO CITY -- The traffic management unit here commenced Monday a rerouting scheme for incoming and outgoing motorists due to the impending rehabilitation of the Quirino Bridge, the decades-old link of the city to the northern side of Mindanao.

“The rerouting would serve a dry run ahead of the closure of Quirino Bridge,” Councilor Eduardo Rabago, chair of the city council’s committee on transportation, told reporters here in an interview on the same day.

Rabago said public works engineers have declared the bridge unfit for heavy equipment and cargo trucks.

Built sometime in 1950 by the joint action of the United States Bureau of Public Roads and the Philippine Public Works, the bridge serves as one of the oldest functional viaducts in the country to date.

In the last four years ago, however, the Department of Public Works and Highways has been monitoring the deteriorating condition of the bridge.

NoCot village exec shot dead

KABACAN, North Cotabato -- Police are hot on the trail of a motorcycle riding-in-tandem who shot dead a village official here, who was heading to his farm on Sunday.

Mayor Herlo Guzman Jr. has condemned the murder of Ben Candanganan, the village chief of Barangay Lower Paatan, whom he described as a mild-mannered leader and friend.

Citing a report from the Kabacan police office, Col. Maximo Layugan, North Cotabato police director, said Candanganan, 43, was riding his motorbike by himself and heading to his farm when the gunmen, onboard a separate motorbike, shot him.

“Candanganan sustained two gunshot wounds in the head and body,” Layugan said.

Police found two empty shells from .45 caliber pistol at the crime scene.

Guzman urged the local police office to solve the case immediately.

“Bring the perpetrators behind bars and give justice to the fallen village official,” he told the town police force.

Army disarms MNLF men in Maguindanao

COTABATO CITY – Army soldiers in Maguindanao confiscated some 35 firearms from members of the Moro National Liberation Front (MNLF)-Nur Misuari faction as they marched toward the town of Buluan, Maguindanao, on Sunday.

“They (MNLF) did not resist when the Army asked them to turn in their guns to authorities,” said Lt. Colonel Edwin Alburo, speaking for the Army’s 6th Infantry Division, based in Datu Odin Sinsuat, Maguindanao.

The MNLF group, numbering about 50 men, were from North Cotabato and Davao Region and were heading to the town of Buluan, where an MNLF peace rally was being held starting Saturday.

Alburo said the MNLF fighters--clad in fatigue uniform--peacefully handed over their guns to the Army’s 40th Infantry Battalion at about 12:30 p.m.

This, after soldiers backed by armored personnel carriers, surrounded the Buluan gymnasium where the MNLF gathered.

3 ‘human traffickers’ arrested, 3 minors rescued in Maguindanao

COTABATO CITY -- Police authorities in Parang, Maguindanao arrested on Saturday three men accused of human trafficking by a town police office in Bukidnon.Lt. Col. 121 CIDG tracker teams to hunt down GCTA-freed convicts

MANILA -- The Philippine National Police (PNP) Criminal Investigation and Detection Group (CIDG) is set to deploy on Thursday 121 tracker teams nationwide to lead the hunting down of the convicts released under the Good Conduct Time Allowance (GCTA) law.CIDG Deputy Director, Brig.
